Choose the URL encoding operation deliberately
URL-component mode protects text embedded in a query value or path segment. Key-character mode targets commonly significant characters. All-character mode percent-encodes every UTF-8 byte, including ASCII letters and digits.

Behavior
- Unicode is converted to UTF-8 before percent encoding.
- Each selected level performs one complete encoding pass.
- All-character mode also encodes normally unescaped ASCII characters.
Limits and edge cases
- Encoding a complete URL as one component also encodes its separators.
- The legacy %uXXXX mode is not standard URL percent encoding.
- Repeated encoding should be used only when the receiving system expects it.
